Why are my unused savings plan hours shifting days?

Issue/Introduction

Savings Plan cost is based on the previous partial days' data.  If we only have partial usage for a few hours of the previous day, the rest will show as unused. The next day when we get the remaining hours for that day, it will correct itself, giving the appearance of shifting.
