Unused savings plan hours are shifting days

Issue/Introduction

Savings Plan cost is based on the previous partial days' data.  If the platform only has partial usage for a few hours of the previous day, the rest will show as unused.

Resolution

The next day when the remaining hours are collected for that day will adjust the reporting giving the appearance of shifting.
