What is the difference between Inactive and Unattached Elastic IP addresses?

Issue/Introduction

“Attached” is based on the IP address being associated with other resources.  That comes from the AWS API.

“Active” is a CloudHealth term, and it refers to whether or not the cloud provider is still reporting data on this asset.  CloudHealth will mark it as "Inactive" as soon as AWS stops including the asset in their API responses.
