Why does a Rightsizing policy show a message that it has not been evaluated yet?

Resolution

Rightsizing policies are used with the EC2 Rightsizing report and function differently than other policies. They are used to modify how the rightsizing report makes recommendations.

Once a rightsizing policy is configured, you can select the policy you've created as shown below:
