Why is a user with read perspective permission unable to view perspective details?

Issue/Introduction

Currently, the "read perspectives" permission for a role only allows the user to see a list of perspectives in the perspectives menu, not view the configuration of a perspective.

A user must have privilege higher than "read perspectives" to be able to click into a specific perspective.  Attempting to access a perspective without the correct permissions will get an error that states. "This account is not authorized to perform this action".
