How to identify private and public elastic IP?

Issue/Introduction

In AWS, all elastic IPs are designated as public.

When you associate an Elastic IP with a network interface, it will display the private IP associated with that specific network interface.
 
Please note that as per AWS communication, all Elastic IPs with public IPv4 addresses will incur charges.
