Why are the AWS bills for me or my customers not finalized?

Issue/Introduction
There are couple of things that should be verified:
Review account configuration to ensure they are fully configured and "Healthy".
Check whether AWS has provided the bill finalization to CH.
AWS generally doesn't finalize a bill for private pricing customers until the 15th to timing could be a factor.
Make sure customers have billing blocks configured this is because without billing blocks these customers will not have bills processed to receive update bills which means they cannot be finalized
If the designated payer changed mid-month, we would end up with more than one bill for a single customer billing block. The orphaned invoices will not be finalized since they are no longer active configurations.
