Issue/Introduction

At present there is a not a way to do that exactly, yet the customer could set a policy to alert on costs > $0 for specific services that they select.

Instead of using a policy, the customer could configure a Cost History report using the new exclude filter to exclude all existing services.  Then they could subscribe to the report on a daily basis.  Whenever new service costs appear, they will be visible in the report subscription.

 

The reason it is not possible is because there is not a policy condition for "When cost increased from ___", there is "When cost increased by ___" .  That being said, we could still configure a policy that would alert on this situation but it could and likely would alert on cost increases for services that are not new. 

If we configure a policy to use "Evaluate for each", it will evaluate the condition against each individual group of whatever is specified.  For example, the policy in the screenshot below would alert if any AWS Service's total cost increased by over 100% in one day:
