Yes, you can see RI float within FlexReports.

If the "Usage Account ID" and "Reservation ARN: Account" are not same, that is an indication that RI float has occurred.  This means that the RI was purchased in the account associated to the "Reservation ARN: Account" but was utilized in the account associated to the "Usage Account ID".
