Issue/Introduction

If disks are still returned by the API, they will remain active in the CloudHealth platform as they likely still exist in the Azure platform.

CH will deactivate managed disks when they are no longer returned from the Azure API.  There may be a delay from when the deletion of the disk on the Azure side results in the information not being returned to CloudHealth.
