Why do inactive assets still appear in the Cost History report despite being unallocated in a perspective?

Issue/Introduction

Cost History is generated out of the what is present in the bills collected.  So if a line item appears in the bill collected, then it is included in the report. 

If the line related to a particular asset/item is removed then the costs reported will not be matching with what is seen in cloud provider portal.  Since the corresponding assets are inactive, it falls under Assets Not Allocated (ANA). 

 

For example: If you have an asset, like a virtual machine that's turned off (inactive), you're still billed for it.  This is recorded in your cloud provider's billing system.  Even if you don't use that machine, it’s a line on your bill.

If you create a report on your spending and exclude that inactive virtual machine, then your report won't match the bill you received from the cloud provider
