Issue/Introduction

This is a charge that appears at the payer account level in AWS billing.

In AWS, different services have their own unique billing structures.  For example, charges for services like Amazon Shield, Elastic Load Balancing (ELB), and Elastic IPs are typically billed at the linked account level, meaning each linked account is responsible for its own usage and related costs.

However, subscription charges for certain AWS services may appear at the payer account level instead which is not being passed through the consolidated block.  In a consolidated billing setup, it's important to ensure that these charges are accurately distributed to the appropriate linked accounts.
