Issue/Introduction

To group Fargate Task costs using perspectives based on AWS tags, the following requirements need to be met:

1. Fargate Task Definitions must be set to propagate the tags as per - https://docs.aws.amazon.com/AmazonECS/latest/userguide/ecs-using-tags.html 
2. The tag must be enabled as a Cost Allocation Tag as per -https://docs.aws.amazon.com/awsaccountbilling/latest/aboutv2/cost-alloc-tags.html
