Why am I seeing a CloudHealth Agent Error: Service Executable Exit Code:1?

Issue/Introduction

CloudHealth agent can not start when the Error: Service Executable Exit Code:1 is present.

This problem is most commonly associated with missing performance counters.  For Windows instances, check to see if Performance Counters are either missing or not enabled.
