EC2 instance performance report has gaps in EC2 metrics data

Issue/Introduction

When an instance is offline, (i.e. no metrics data is captured) the performance report also considers the instance as offline while calculating EC2 instance performance report data.

Resolution

Example: Below Instance was offline between Feb-20 10:00 AM to Feb-21 06:00 AM.  In the performance report also we can see there is a gap in the average data display.
