Can a user make use of the same email address for their user account across multiple tenants?

Issue/Introduction

Users when created manually via Setup -> Admin -> Users, or via Single Sign On may only exist under that email address within a single tenant at a time.

A secondary email address must be used in order to grant a user access to multiple tenants at this time.
