Why are budgets not available for selection in the Forecasting BETA tool?

Issue/Introduction

This could depend on the budget's categorization:

 

For example: If the budget is based on Account Perspective than you will have to filter the Forecasting report based on the same in order for budget to be available for selection, as shown below:
