The 'Other Cost ($)' in Y-axis of the Cost > S3 report is a category for line items that do not map to specific storage type, it acts as a fallback.
Resolution
To find out what line items are coming under 'Other Cost ($)' category in the S3 report, use the drilldown in the Cost History report filtered by service type "AWS S3".
