Why are 'RoundingAdjustment' missing from Partner Customer Statements?

Issue/Introduction

The rounding adjustments are not seen in the Partner FlexReports data or Partner Customer Statement  when the Enrollments are managed by channel customer directly and not via the Partner Generated Billing (PGB) bill split.
