Issue/Introduction

Within a budget based policy, filtering to specific groups needs to match the perspective groups that have budgets defined.  If additional groups (which do not have budgets defined) are selected in the filter, the policy will fail and no evaluation will take place.

Resolution

Failure messages will show in the 'System' tab of the notification area.
