How do policies evaluate N/A metric values?

Issue/Introduction

When we do not have a value for a particular metric name we assume 99% utilization.

This can lead to certain policy blocks which do not violate as expected. It is recommended to make the necessary configuration changes to ensure we have access to collect that particular metric.
