Why is there an error in desired state when applying Service Control Policies, OU, or Account creation for Guardrails?

Issue/Introduction

This is usually caused by the account not being a management account.

SCP (Service Control Policies), OU (Organizational Unit), Account creation can be applied only on the management account or OU.

Check if the on-boarded account is a member account or a management account.  It must be a Management account to avoid the error.
