Optimizer recommending an instance type I don't have in my account

Issue/Introduction

The optimizer by default will look at usage in all your accounts and recommend the purchase be made in the consolidated account, regardless of instance types present in a specific account.

Resolution

Within the optimizer, if you switch the purchase account to "All", it will recommend the purchase within the account that has the usage.
