Is cost reported when it was incurred or when AWS posted the charge?

Issue/Introduction

All data in the platform is reported in UTC on the date that cost was incurred. 

When AWS posts charges and credits, they provide a "usage date" which is what the platform then uses as the date in reports.  During the current month bills are estimates.  AWS may make adjustments to cost and usage up until the final invoice from AWS is completed, which is usually by Day 5 of the following month.
