Billing block is not saving

Issue/Introduction
When you setup a new billing block or edit an existing, there are two steps required to lock in the configuration:
- Hit save on the top right of the billing block
- Hit update at the bottom of the customer page
Resolution
Be sure that both steps above are complete to ensure the billing block is saved correctly.
