Issue/Introduction

Non-computation of chargebacks for percentage-based upcharges or downcharges in CCLI is restricted due to the nature of the calculation.

Resolution

When applying a percentage-based upcharge or downcharge to a zero spend account, the result is zero cost.  For example, 15% of 0 equals 0 in the case of a no-spend account.  Consequently, this functionality is specifically designed for a flat fee scenario where the calculation is meaningful and applicable.
