How are Cost Reallocation and Custom Line Item Rules processed in the platform?

Issue/Introduction

Currently, Custom Line Item Rules do not factor into Cost Reallocation Rules.

CloudHealth applies the Custom Line Item rules to the data processed the previous day.  Therefore, first, the cost reallocation takes place, and later, CloudHealth calculates chargeback on the reallocated cost.
