Can not view and export billing statements from within an organization

Issue/Introduction

Billing statements (https://apps.cloudhealthtech.com/reports/aws/system/statements) can only be viewed and exported from the top level organization within a tenant. 

Resolution

Attempting to access this page via a sub-organization will result in a "Not Authorized" message.
