Why doesn't the Reservation Savings in the Health Check Pulse Report match the savings in the RI Optimizer?

Issue/Introduction

The Reservation Savings in the Health Check may not match the savings presented in the either the AWS Optimizer or Azure Optimizer by design.

This is because the Optimizer only presents the Effective Savings from purchasing RIs.  The Health Check, on the other hand, shows the “raw” savings before accounting for the prepay.  Neither number is wrong, but it's useful to know the distinction regarding how those numbers were generated.
