Why are there two different charges for total cost in the COST and USAGE report for the same asset?

Issue/Introduction

The transfer cost shown within the cost report includes transfer costs from ELB, while the transfer cost shown within the EC2 Instance Hours usage report does not.  In some cases, different line items are either included in or excluded from a report.
