Why was my file not picked up by the platform?

Issue/Introduction

There are a number of reasons that a file will not be collected.  Below are the main conditions that will cause the platform to ignore a file when performing collection: 

1. File name does not contain .csv
2. File name does not contain a valid month
3. Multipart file - file size is the same as one we have
(contains a dash in the etag ‘-’)
4. Not multipart file - etag is the same as the one we have
(does not contain a dash in the etag)
