Why are recommendations from VM RI Optimizer for Virtual Machines different than Azure?

Issue/Introduction

The evaluation time interpreted by Azure API and CloudHealth is different.

Since the VM Optimizer is CloudHealth’s generated recommendation, the logic used is different from Azure’s so you may see differences when comparing the two methods.
