Issue/Introduction

If a partner customer tenant has users configured in the platform, the Classification will be automatically changed to Managed with Access.  Make sure the customer tenant has no users configured in it.  Otherwise, even if you change the access settings to Managed, it will automatically switch back to Managed with Access.
