Why is my reallocation rule not showing up in my report?

Issue/Introduction

Reallocation rules take time to build so chances are it has not taken affect due to timing.

A rule is implemented in a large nightly process, so it takes at least 24 hours for the reallocation result to show up in the cost reports.  There is a small change that a rule could be created after the nightly process already started which means that new rule could possibly take more than 24 hours for the result to appear in the platform but in most cases it will be well within 24 hours.
