ERROR: "XCOMN0427E Error starting TP" starting XCOM Windows xcomd service (xcomdsrv)

Issue/Introduction

"XCOMN0427E Error starting TP" occurs when  starting the XCOM xcomd service xcomdsrv under "This Account" On Windows

XCOMD Scheduler Service can't start. Error 1069. Service can't start due to wrong logon
XCOMN0427E Error starting TP: Error Privilege not held by client
XCOMN0476E Error waiting on event. WAIT TIMEOUT limit exceeded 
XCOMN0436E TP Ended abnormally

Cause

These errors can be encountered when the xcomdsrv service is started with "Log on as" set to "This Account".
The xcomdsrv is a local service not a domain service. If this service runs under a specific "User" account then problems can occur because of the account's user rights and authorities.

Resolution

The xcomdsrv service needs to have

• "Log on as" set to "Local System account" in the Startup menu for the service
• The "Allow service to interact with desktop" should also be selected in the Startup menu for the service.
