Issue/Introduction

Consider you have a Dedicated Host, and it hosts two instances, A and B. Each instance contributes to the overall cost of the Dedicated Host. The Dedicated Host cost can be divided into two parts:

1. Dedicated Host Unused Cost:  This represents the cost of the Dedicated Host's resources that are not actively used by any instance. For example, if your Dedicated Host has 8 CPU cores, and instances A and B only use 6 cores in total, then the cost of the 2 unused cores would be part of the Dedicated Host Unused Cost.
2. Dedicated Host Instance Cost:  This is the cost specifically associated with instances A and B that are running on the Dedicated Host.
