Why don't I see my Azure Reservations or Reservation Orders in my Assets or in the Cost History report?

Issue/Introduction

In order for the platform to collect your Reservations and Reservation Orders, the platform requires explicit permissions to the Reservation Order itself.  

The reason is that these permissions are not included in the access that the 'Reader Role' grants from the Subscriptions.
