Issue/Introduction

CloudHealth enables advanced billing for RIs:

• Reserved instance filtering of RIs purchased outside of customer accounts
• Reserved instance pinning of RIs in customer tenants

Example: 

Customer A purchases an RI, but does not use it.  Customer B spins up an instance and then receives the benefit of that RI because AWS floats the RI over from Customer A.

 

Resolution

How will this look for each customer?

The CloudHealth Partner Billing Engine starts with converting all usage to On Demand.  It will then take the RIs in the AWS Accounts that are configured at the end-user level and apply only those RIs.  In the situation above, Customer A would see Unused RI costs just as they would expect.  Customer B will pay the On Demand rate for that instance. 

But as the Partner, you will see on the bill that Customer B's instance was covered by the RI and Customer A did not have any Unsed RI (since the RI was indeed utilized).  Customer A will not know that the RI has been utilized.  Customer B will not know that their instance was covered by Customer A's RI at the Partner level.
