Why do I see $0.00 savings listing within the Operational Monthly Savings section of the Health Check report?

Issue/Introduction

For rightsizing data, "Severely Underutilized" is when the score is between 0 and 33 based on the rightsizing policy parameters configured.  The $0.00 savings means that while it is severely underutilized there are no available rightsizing recommendations.
