If a linked account is deleted then it is expected that it may be restored the following day in a critical/unknown state. This is due to CloudHealth automatically pulling in and populating any linked accounts it sees in the consolidate payer CUR file for the last 13 months.
The process can not be changed. Instead, it is recommended adding something like [DELETED] to the accounts that you would like removed. This makes them more easily identifiable within reporting/filtering:
