Container namespaces show 0.00 usage

Issue/Introduction

If a namespace has pod usage less than 0.004, the platform will show that namespace on Kubernetes (k8s) usage reports as 0.00.

Resolution

The platform uses the k8s usage report numbers to determine how much cost to spread to a namespace in container Cost History reports.  If the namespace usage is 0.00, then no cost will be spread to the namespace (Unless the cost distribution rule has no cluster scopes selected).
