VMs aren't showing up in the Azure VM RI Optimizer

Issue/Introduction

The RI Optimizer will only show recommendations for VMs that are in a started power state. 

Resolution

If an Azure Subscription does not have any started VMs, the subscription will not show in the report filters and will not be included in recommendations.
