Issue/Introduction

CH has changed the way we collect RO costs for Azure CSP partners in 2021.

Current Method:  CloudHealth has begun using the newest Retail API from Microsoft to populate Reservation Order charges for Partner Billing.  Moving forward for non-USD Reservation Orders, we will now take the USD rate provided through the Retail API and convert it to the desired local currency.  This is the first step in expanding our recommendations in the Optimizer and VM Rightsizing, so stay tuned for future enhancements around those features.

Legacy Method:  CloudHealth gets Reservation Order (RO) charges from the Azure OneTime invoice API in whatever the billing currency the partner is set up in Azure.
