Budget Editor Update button not working

Issue/Introduction

This can be caused by budget rows that have no cost associated with them.

Resolution

The solution is to add at least $1 of budget to any $0 row, or to delete rows with $0 in spend.  Once all rows have at least some spend the Update button will be enabled.
