Issue/Introduction

One reason this can happen is if there is a Service Control Policy that blocks the account for the us-east-1 region.  CloudHealth tests account IAM policies from this region by default, and if the region is blocked, there will be false positive account warnings.

Resolution

This can be resolved with the Primary AWS Region Override Account setting in the optional section of the account configuration page.  This allows a different region to run IAM Access testing:
