Issue/Introduction

Suppose have two templates, A and B, with precedence values of 10 and 9 respectively. For the interface,
template A has a precedence of 9, while template B has a precedence of 10. In this scenario, which one takes priority?

Resolution

Precedence controls the order of filter application
The lower the precedence number, the higher the priority. If the precedence numbers are equal, then the templates are applied in alphabetical order.

For example, you can have a template filter with a precedence of 9 and a template filter with a precedence of 10. 
The filter with a precedence of 9 is applied first.
If there are any overlapping configurations between the two filters, then the settings in the filter with a precedence of 9 overrides the settings in the other filter.
If the precedence numbers are equal, then the filters are applied in alphabetical order.
