Rally: Unable to add Feature to a capacity plan

Issue/Introduction

We are unable to add a certain feature(s) to a capacity plan, it does not show up in the list.

Cause

The feature does not have any user stories attached to it or the attached user stories have all been accepted.

Resolution

You will need to add a story(ies) to the feature that are not yet accepted.  Then the feature can be added to a capacity plan.
