WebUI JobStream Title Not Updating

Issue/Introduction

PROBLEM DESCRIPTION:
After updating a Job Stream title, the Enhanced Web Publishing User
Interface (WebUI) still shows the old title.                                       
                                                                 
The Job Stream title is specified on the MICF User Reporting     
Administration Panel or on the MICF Production Reporting         
Administration panel or on the subpanels.                        

SYMPTOMS:
After updating the Job Stream title, the WebUI continues to display
the previous old title.                         

IMPACT:
Incorrect titles complicate the search for relevant charts.

CIRCUMVENTION:
The titles of Job Streams can be manually updated in the metadata
"contents.txt" file found within the MICF Web Publishing directory.
