WebUI Displays Blank Page After BAS7869 Applied

Issue/Introduction

PROBLEM DESCRIPTION:
After applying BAS7869, the Enhanced Web Publishing User           
Interface (WebUI) displays a blank page.                           
                                                                   
The problem can happen on the startup page of the WebUI when       
navigating to the MICF Web Publishing Root Directory or after      
clicking on an inquiry to browse corresponding charts.             
                                                                   
The Web Browser Developer console shows the following error        
message:                                                           
                                                                   
  Failed to load resource: the server responded with a status      
  of 404 (Not Found) index-key-query_name.txt                      
                                                                   
  where: index-key-query_name.txt is a path of the metadata file     
              which contains the key structure for a specific inquiry.     

SYMPTOMS:
The Enhanced Web Publishing web page is empty and the Web      
browser Developer console shows the error message.                     

IMPACT:
The Enhanced Web Publishing User Interface (WebUI) doesn't
work.                                                     

CIRCUMVENTION:
The empty index-key-query_name.txt file can be created.  Its path 
is indicated in the error message on the web browser's developer
console.
