RECEIVE of PTF LU09889 fails with NOT RECEIVED PTF NO APPLICABLE ++VER

Issue/Introduction

SMP/E RECEIVE of Optimizer/II release 8.5 PTF LU09889 fails with the following message:  

LU09889  NOT RECEIVED  PTF     NO APPLICABLE ++VER

Environment

Z/OS 

Cause

Fix LU09889 is for FMID COX8500. FMID COX8500​ is an optional FMID and is not applied in the Optimizer/II SMP/E environment. 

Resolution

Optimizer/II has two types of licenses. The COMPILE TIME license and the RUNTIME License. The COX8500 FMID only ships with the COMPILE TIME license.

FMID COX8500​ is an optional FMID and is NOT required.
 
If the COX8500 FMID is not applied in the SMP/E environment, then fix LU09889 is not required.  

Every Optimizer/II PTF contains a ++VER that identifies the owning FMID of the element specified in the PTF, along with additional information regarding prerequisites and/or superseding fixes.  
The message:  LU09889 NOT RECEIVED  PTF NO APPLICABLE ++VER
produced during SMP/E RECEIVE processing means that the FMID specified in the ++VER statement within the PTF is not installed - applied in the SMP/E environment.
